How to get Senegal
Purchase the Parrot Cage (Senegal) from Narkk, the neutral Pirate Supplies vendor in Booty Bay, Stranglethorn Vale, for 40 silver. Both Alliance and Horde can buy the bird directly. The cage binds when used, so it can also be traded or sold before being learned.
Buy Senegal from Narkk in Booty Bay
Narkk is a neutral Pirate Supplies vendor in Booty Bay. Both factions can use the same vendor, so Senegal does not require cross-faction trading.
Purchase the Parrot Cage (Senegal) for 40 silver and use the cage to learn the companion.
The parrot is not limited stock
Historical Classic comments specifically note that Narkk's parrots are not limited-supply items. You should not need to camp a vendor restock once you find him.
Narkk is found on the lower levels of Booty Bay in the Old Port Authority area.
Pick up Cockatiel during the same visit
Narkk also sells the Parrot Cage (Cockatiel), giving collectors two companion birds from the same vendor.
Both cages bind when used, so either bird can be traded or resold before being learned.
The WoW Pet Journal describes Senegal as a favorite of Booty Bay's goblins, with a suspicious talent for counting money, balancing books, and being less than honest about contracts.
